Councillors Dallas Erhart and Don Dabrowski attended via teleconference. The Administrator Kelly Walker was present. Reeve, Allan Magel, chaired the meeting. The Reeve called the meeting to order. No conflicts of interest were declared. The Reeve acknowledged they were on Treaty 4 land. The Administrator read the minutes of the previous meeting on August 13, 2020.
Under ‘Statement of Financial Activities’ and ‘Bank Reconciliation’ – The Administrator read the statement for the period ending August 31, 2020. She noted that she was pleased with the taxes remitted for August as remittances exceeded expectations. To note, the RM received the Provincial MEEP Infrastructure Grant of $39,525, gas tax installments of $16,225, and Fish and Wildlife grant of $103.70. The total Revenues were $26,085.62. The total expenses were $136,105.65. The reconciled cash balance as of August 31 was $779,335.25.
Under ‘Old Business’ – Election Reminders – Up for Election this year are Division 1,3,5 and Reeve. The nomination period is September 21 – October 7. The advance poll must be held on a date between October 25 – November 5. Election day is November 9 from 9 am to 8 pm. The Administrator noted that beginning this year a public disclosure statement is to be submitted along with the nomination forms.
Under ‘New Business’ – Council discussed a mechanical failure with a mower. A public works employee entered the meeting to explain the problem with the mower. In addition, he requested permission to purchase a set of carbide blades. The Council decided to approve the purchase of two sets.
The Council went into an in-camera session.
Under ‘New Business’ – 2020 Gravel update – As there were 2,500 yards of gravel left to allocate, Council identified roads to use the gravel; Council members received Clubroot Monitoring testing envelopes, which they will distribute.
New Business was suspended as a Public Meeting regarding a proposed subdivision for a discretionary use commenced at 10 am. In attendance for the meeting was Eduard Baumung, Executive Director of Arlington Beach Camp and Adam Kabernack, Board member of the Hamlet of Arlington Beach. Mr. Baumung presented information for the Council to review for the proposed two-cell lagoon project. Mr. Kabernack reported that the size of the lagoon was determined based on peak usage over the summer. Council discussed the project with the attendees. The public meeting was closed at 10:30 am.
Continuing with New Business - Council discussed dust control; The Administrator noted that the RM had received both Gas Tax installments for 2020/2021, totalling $16,225. Council approved the utility subdivision, which was the subject of the Public Meeting. The Administrator reported that she had received a few calls in the office with people concerned about the fire bans, including concerns from the Fire Department. She noted that other RM’s are putting them on. Council discussed, approved, and issued an immediate fire ban.
The Council reviewed and approved the list of accounts. The meeting adjourned – The next meeting is October 8, 2020, @ 8 am.
