Len Cantin, a representative of a developer, attended the meeting as a delegate. He spoke to a subdivision and related fees that had been approved.
Administration and Public Works presented their reports. The Acting CAO and PW Manager both attended the annual SARM convention and trade show. A lot of valuable information was available at the tradeshow. There were also a lot of networking and learning opportunities.
Silton requested free dust control from the RM to be applied on the road adjacent to the Silton Cemetery. Council directed Administration to contact Silton and Sask. Beach to ask if they are willing to share the cost.
Uhl’s Bay had submitted a letter of concern regarding some administrative activities. They were due a letter of apology related to a development matter. They also requested signs and provision changes to the hamlet zoning district. The letter was sent, and some of the signs are in the office, ready for installation. The requested provision changes will be addressed at the next Planning and Development Committee meeting.
Council decided all ag properties can have up to 100m of free magnesium chloride dust control on both sides of the road.
Custom Work rates were increased due to the rise in costs.
Council agreed to amendments requested by the land owner for gravel storage. The agreement will expire in 2027.
Council approved the service agreement for Subdivision 000670-2022.
The RM agreed to another year of fire services provided by the Strasbourg Fire Department for the same service area as the previous agreement. Administration will investigate different options for fire services due to the high amount of the levy.
Council acknowledged and filed the final report from the Ombudsman’s office regarding a 293 exemption. The RM complied with all recommendations made by the Ombudsman.
Council decided to donate $1000 to the Bulyea Elementary School. The funds will go towards an outdoor classroom that will provide more outdoor and interactive learning opportunities.
Administration and Council discussed landfill billing. The Last Mountain Regional Landfill (LMRL) is its own local authority and operates the landfill located on Hwy 220. The RM does not actually provide this service and is only a stakeholder (along with other municipalities) in the LMRL. All stakeholders pay a levy to the LMRL for operating and capital costs. Loraas provides invoices for bins on agriculture properties to the landfill. The landfill then passes those invoices to the RM. We then provide those invoices to the appropriate ratepayers. Any inquiries about the landfill should be directed to the LMRL.
